Brian O'Brien was the former District Attorney of New York City and the masked vigilante known as The Clock. After years of watching guilty men walk free due to corrupt judges and politicians being paid off by criminals, O'Brien took it upon himself to operate outside the law and became "The Clock". In mid-1938, O'Brien retired The Clock and began forming "The Justice Party", an organization led by himself that would enforce the law using an army called "The Black Legion". On September 1st, 1938, The Black Legion was unleashed upon the streets of New York City, and O'Brien (now calling himself "The Master") took control of the entire state of New York.
After a few days of controlling New York, "The Master" was confronted by a group of vigilantes in his headquarters in the Empire State Building. One of these vigilantes, The Shadow, shot O'Brien in the back of the head while he was distracted, killing him instantly.
