After a series of worldwide crises called the Year of the Domino (1996), the U.S. government and the heads of major corporations relocated to the Hammarskjold Center, on Mars. In the wake of the American government leaving the planet and the Soviet Union collapsing from Islamic insurrections, there was a power shift throughout the world, with Brazilian Union of the Americas and the Pan-African League becoming the new superpowers on Earth.
However, the exiled American government, its corporate backers, and a group of technicians in the defected Soviet lunar colony of Gagaringrad form the Plex: a giant, interplanetary union of corporate and government concerns that conduct commerce and govern the United States from its capital on Mars.
The Plex soon formed it's own version of a police force, The Plexus Rangers, to keep the citizens of Earth in-check. In 2031, a Mars-born actor named Reuben Flagg was drafted into the Plexus Rangers after he was fired from his job of portraying a fictional Plexus Ranger named Mark Thrust for a Plex television show. Flagg made it his mission to restore America to it's former glory and save it and it's citizens from the corporations that controlled the country by the end of his five year tour of duty.
